DECLARING 7 DECEMBER 2025 AS DAY OF NATIONAL MOURNING OVER THE PASSING OF MANLILIKHA NG BAYAN ALONZO AYATU SACLAG

WHEREAS, Alonzo Ayatu Saclag was declared a Manlilikha ng Bayan in 2000, in recognition of his lifelong dedication to safeguarding, promoting, and enriching the Kalinga cultural practices, including musical traditions, ritual movements, and dance patterns intrinsic to the community's identity;

WHEREAS, Manlilika ng Bayan Alonzo Ayatu Saclag passed away on 29 November 2025 at the age of 83, and his Necrological Services and State Funeral are scheduled on 7 December 2025 at Awichon Cultural Village, Kalinga;

WHEREAS, the death of Manlilikha ng Bayan Alonzo Ayatu Saclag is a great loss to our nation, and it is appropriate to honor his outstanding commitment as a master of Kalinga music and dance, and his contributions in the preservation of indigenous cultural expressions; and

WHEREAS, pursuant to Section 27(k), Chapter 1, Rule 3 of the Implementing Rules and Regulations of Republic Act No. 8491 or the "Flag and Heraldic Code of the Philippines," and the Philippine flag shall be flown at half-mast as a sign of mourning on all buildings and places where it is displayed, on the day of interment of recipients of national orders and decorations;

NOW, THEREFOR, I, FERDINAND R. MARCOS, JR., President of the Philippines, by vitrue of the powers vested in me by the Constitution and existing laws, do hereby declare 7 December 2025 as a Day of National Mourning over the passing of Manlilikha ng Bayan Alonzo Ayatu Saclag.

Consistent with existing laws, the national flag be flown at half-mast from sunrise to sunset, on all government buildings and installations throughout the Philippines and abroad, on 7 December 2025.ℒαwρhi৷

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
