[ MEMORANDUM CIRCULAR NO. 80, April 3, 2025 ]
DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND ENCOURAGING LOCAL GOVERNMENT UNITS AND THE PRIVATE SECTOR, TO SUPPORT THE CELEBRATION OF THE 2025 NATIONAL INNOVATION DAY
WHEREAS, Section 2 of Republic Act (RA) No. 11293 or the "Philippine Innovation Act" delcares it a policy of the State to foster innovation in the country as a vital component of national development and sustainable economic growth;
WHEREAS, Section 27 of RA No. 11293 declares April 21 of every year as "National Innovation Day," and mandates the National Innovation Council (NIC), in coordination with concerned government agencies, to plan, design, and implement programs and activities in celebration thereof;
WHEREAS, the celebration of the 2025 National Innovation Day will be held on 28 to 30 April 2025 with the theme "FLIP: Foring Leaders of Innovation in the Philippines;"
WHEREAS, the 2025 National Innovation Day aims to: (i) inspire the youth by engaging them in an intensified "Huddle, Analyze, Build and Innovation" thinking workshop; (ii) elevate public awareness on Filipino ingenuity and creativity through the holding of the National and Regional Innovation Awards or the "Filipinnovation Awards;" and (iii) honor Filipino innovators or "Filipinnovators" who have made significant contributions in promoting and advancing innovative solutions in their respective fields;
WHEREAS, the celebration of the 2025 National Innovation Day is aligned with one of the jey strategies identified in the Philippine Development Plan 2023-2028, particularly the whole-of-government approach to establishing and strengthening a dynamic innovation system in the development of technology and innovation-based strategies for the agriculture, industry, and service sectors;
WHEREAS, the celebration of the 2025 National Innovation Day aims to highlight five (5) priority areas identified in the National Innovation Agenda and Strategy Document 2023-2032, namely: (i) health and well-being; (ii) food and agribusiness; (iii) transportation and logistics; (iv) public administration; and (v) learning and education;
WHEREAS, the success of the celebration of the 2025 National Innovation Day requires the active participation of all concerned government agencies and instrumentalities, as well as the support of local government units (LGUs) and the private sector; and
WHEREAS, Section 17, Article VI of the Constitution vests in the President the power of control over all executive departments, bureaus, and offices;
NOW, THEREFORE, the following are hereby ordered:
Consistent with Section 27 of RA No. 11293, the NIC, in close coordination with the Department of Science and Technology, Department of Trade and Industry, Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority, shall spearhead the conduct of programs and activities for this year's celebration of the National Innovation Day, which is scheduled on 28 to 30 April 2025.ℒαwρhi৷
All government agencies and instrumentalities, including government-owned or -controlled corporations, are hereby directed, and all LGUs and the private sector are hereby encouraged, to extend full support and cooperation in the conduct of programs and activities in the celebration of the 2025 National Innovation Day.
This Circular shall take effect immediately.
